The governor pointed out that collecting addicts from the streets should occur alongside treatment and skill training, saying: "These actions help us prevent individuals from returning to the cycle of addiction and minimize social and operational costs." He also highlighted the importance of employment and social support in this process, noting that these factors can play a significant role in reducing the addiction problem.
He continued: "If we cannot pay attention to these issues, we will simply witness individuals returning to the cycle of addiction after collection, and this will be costly not only for the individuals themselves but also for society. Therefore, we must adopt a comprehensive and sustainable approach in this area."

The Tehran Governor further referred to the social and economic challenges arising from addiction and stated that with proper planning and cooperation among various institutions, we can help reduce this social problem. He emphasized the need to strengthen cooperation between different agencies and the private sector, saying: "Only if we all work together and utilize existing capacities can we achieve desirable results."
