Jahangir Izadi, a professor of international relations, stated: "Any understanding or agreement that seeks to proceed without the consent of the United States, in my opinion, is not possible. All of these factors come together so that such a meeting, considering your previous question, is either not held at all or faces suspension and delays."
Reasons for the failure of agreements
Izadi referred to various reasons that could impact the failure of agreements and said: "I think both reasons could be correct, in addition to other reasons. That is, in addition to the two reasons you mentioned, the influence and opposition of the United States could also be a factor."

Trump's positions and their impacts
This professor of international relations referred to the positions of Donald Trump, the former President of the United States, and said: "If you look at Trump's positions, he initially tried to downplay the importance of this meeting; in fact, he somewhat ignored it and said it was not important, they can sit down and have a meeting, and we have no obligation to this matter."
He continued: "After that, in another situation, he stated that if the discussion is about the nuclear issue, it could be a valid meeting. Of course, this is my interpretation, but in fact, he wanted to say that the Strait of Hormuz is not an important issue to sit down and discuss."
Oman's challenges in negotiations
Izadi also pointed out the difference in approach between Oman and the Islamic Republic and said: "This country does not have a high capacity and is more exploited for instrumental use." He added: "Because Oman is a member of the International Maritime Organization (IMO), it has accepted international legal obligations and is committed to the legal regime of innocent passage, or what is known as 'right of innocent passage.'"
In conclusion, Izadi emphasized that "this situation provides a basis for either this meeting not to be held at all or if it is held, there will definitely be numerous amendments made to it."
