Mahdi Hadi, the Deputy for Legal Affairs and Parliamentary Affairs of the Judiciary, commented in an interview about the necessity of independent legislation in the area of war crimes and the related issues of financial debtors. He emphasized that the country faces a legal gap regarding war crimes and that there is a need for the approval of independent legislation in this area.
Legal Gap Regarding War Crimes
Hadi, in response to a question about the consolidation of laws related to espionage and war crimes, said: "The law related to the crime of espionage has existed before, and within the framework of Islamic Penal Code, the penalties for espionage have also been intensified. However, regarding war crimes, titles such as genocide, crimes against humanity, and aggression have not been specifically criminalized in domestic laws. Since the literature and nature of this subject differ from other bills, it is necessary for the country to have a separate law in this area."

Problems of Financial Debtors
The Deputy for Legal Affairs and Parliamentary Affairs of the Judiciary further referred to the issue of financial debtors and the problems of non-intentional financial debtors in prison, stating: "There is a law regarding insolvency, but why some courts accept insolvency while others do not is not a matter that can be generalized. Each case has its specific conditions and depends on the evidence and the financial capability of the individual. The law has also anticipated the issue based on this." Hadi also added: "There is also the possibility of adjusting insolvency. That is, if a person's insolvency is proven once, their financial situation may change after a short period, and consequently, a request for readjustment of insolvency may be raised again."
Situation of Financial Debtors and Prisoners
He pointed to the problems of debtors in prison and said: "In some cases, the installments set for the individual are not commensurate with their ability, and even that amount is not payable for them. In such situations, one of the solutions could be to adjust the installments." Hadi concluded by emphasizing that actions should be taken to identify individuals who have been in prison for a long time and to create opportunities for further dialogue between these individuals and the complainant or claimant. There are also organizations that can assist in this regard to facilitate the release of these individuals using their capacities.
