Rostakhiz emphasized the necessity of providing equal educational opportunities for all students, stating: Education should not be limited to urban areas, and students in villages and even the most remote parts of the country should have access to appropriate educational facilities and opportunities. He stressed that all children and adolescents should benefit from the right to education under equal conditions, as education is one of the fundamental pillars of the growth and development of society.

He also advised education officials to have more precise planning to address the needs of rural schools so that no student is deprived of their right to education and opportunities for advancement due to their place of residence.
Rostakhiz emphasized that special attention must be paid to the educational needs of remote areas, adding: To achieve educational justice, it is necessary for officials to take all necessary steps to address educational problems in these regions. He stressed the need to provide financial resources and necessary infrastructure for rural schools so that these schools can meet the educational needs of students.
