Seyed Ali Miroukili, the CEO of the Rail Transportation Organization of Karaj Municipality, regarding the latest status of the Ferdows Metro implementation and the role of the Karaj Urban Railway Organization in this project said: "The Karaj Urban Railway Organization and its suburbs have an oversight role based on the statute, and the direct execution of projects outside the city limits is not the responsibility of this organization."
Oversight Role and Review Process
Miroukili added: "In suburban projects, the review process of the contractor's status is carried out by the consultant, and after approval, it will be referred to the Urban Railway Organization for further reviews, but the funding and payment for the project must be done through the relevant authority."

Ferdows as an Independent County
He referred to Ferdows being separated from Karaj and said: "When Ferdows is recognized as an independent county, according to legal regulations, the budget and funding of the Karaj Municipality cannot be used for a project outside the limits of this city."
The CEO of the Rail Transportation Organization of Karaj Municipality continued: "Regarding the development of the metro line towards Ferdows, decision-making requires policy-making and funding from higher authorities, and the Karaj Urban Railway Organization cannot spend the municipality's resources in this area outside the legal framework."
Heavy Costs of Metro Development
Miroukili stated that the development of the metro has very high costs, saying: "The cost of constructing each station is currently very high, and securing the costs of construction, equipment, maintenance, and operation is not feasible solely from current revenues."
He added: "For the development of the rail network, there must be stable and clear financial resources, and if the government or higher authorities intervene in this area, the possibility of advancing developmental projects will also increase."
Utilizing Urban Asset Capacities
Miroukili pointed out the Karaj Urban Railway Organization's plan to secure financial resources, stating: "Our effort is to utilize the city's capital assets in the development of other capital assets like the metro; that is, if land is sold, its resources should be spent on building the metro or purchasing trains, rather than on current expenses."
He continued: "Station complexes can provide part of the necessary resources for metro development, and designs and plans have been made for some of these complexes to secure the required resources for rail projects through sales or partnerships."
The CEO of the Rail Transportation Organization of Karaj Municipality regarding the development of the Karaj metro network said: "With the increase in the number of stations, there will naturally be a greater need for human resources, equipment, and train sets."
